Open your image. Duplicate it twice. You should now have three layers: Background, Background Copy. and Background Copy 2
Click the Background Copy layer. Select therectangular marquee tool. Use it to select half of the image, the half that contains the face.

Click delete. And Ctrl+D to deselect it (make the marquee dissappear). Then, go to filter->Texture->Texturizer. Once it opens select ‘Patchwork’ on the drop-down menu. Set the relief and square size to 0.
Since your other layer is on top on that one, you will see no difference on the image. Now, click on ‘Background Copy 2′. Select the rectangular marquee tool. Use it to select half of the image, the half that does not contain the face.

Now, click delete. Make sure you still have the Backgrond Copy 2 layer selected.

Go to filter->blur-> Gaussian Blur and set radius to 5.0px. Than, set this layers’ blending mode to Overlay.
